If you use both effects, you will first lower a personality level, and then you will search for a Drill. The Drill will come into play while you are on level 1.
Placing a Drill into play does not trigger Orange Devouring Drill.
If you have other "end of combat" effects, you may choose the order in which they occur.
"At the end of combat" is still considered during combat for the purposes of cards like Orange Crashing Drill.
